Our Story


City On A Hill Church was originally founded by Pastor Juan and Carmen Bustamante, along with the help of 3 couples. Their mission is to help others to open people's eyes and lead them to eternal life. Raised in north side of Houston, Texas Pastor Juan had a rough start and  it was only when him and his wife started going to Lake Wood Church in 1998 that completely changed their lives. As they were learning what the love of Jesus Christ and God would do in their lives they began to have a passion for ministering. Pastor Juan and Carmen, along with the 3 couples, would go to people's houses to preach and tell others about the Gospels. It was only then that Pastor Juan received a scripture from God to become a Pastor, "3 And the Lord said to him: “I have heard your prayer and your supplication that you have made before Me; I have consecrated this house which you have built to put My name there forever, and My eyes and My heart will be there perpetually" 1 Kings 9:3.  With prayer, Pastor Juan got his confirmation from God to be a leader with his wife and help others to understand the word of God and the love from Jesus Christ . Soon after they decided to start their own church and named it City On A Hill Church, the name came from a trip back from the hill country Kerrville, Texas. They saw a house on top of a hill and noticed that everyone could see this house, which is where the inspiration came from. Then the Lord spoke to them that name "City On A Hill" and said "You shall be that city on a hill in Houston, Texas. The Salt, Light, and Love to my people."  So with much determination to fulfill and glorify God's mission for them, on July 2011 they started services at Azteca Ballroom for 4 months. Shortly after, they found a listing of a building in the north side on Cochran St and have been at that location for 4 years.

We came from a life style of verbal abuse, drugs, alcohol, low income household and a broken marriage. We were bound to the pain of never being enough, depressed from the strong hold we could not shake off, and we did not know where we belonged. The suicidal thought were overwhelming to end a life not worth living. The devil knew just how to isolate us in our own individual problem so that we could feel that we were alone in this world. But then GOD’s Mercy and Grace reached our family by one of his messengers who told us of a GOD who loves us unconditionally. We were desperate to find a reason to live and GOD was the answer we were waiting for. He and He alone restored all the shatter pieces and wrap us in His unfailing love. We started this journey by getting plugged in at a church, going to every class that the church had available and reading our word. After a few months we felt in our heart to give back what was invested in our lives, so we started volunteering at the church wherever there was a need. We began as volunteers at the church and few years later God has blessed us with becoming Co-Pastors at City on A Hill under Pastor Juan & Carmen Bustamante. God has giving us a purpose to reach a hurting world so that through Jesus they will be saved.

At a young age up until my young adult years, I struggled with my identity. Through my child, adolescent, and adult life I always felt like something was missing. I always felt like there was more to life than how I was living it. Even growing up and being sent to daycare's and schools of different religious backgrounds and attending the church with my mother on occasion. I never really had a grasp on who God was and what He wanted for my life. At the age of 24 after struggling with many years and living a life led by lies and deceit of the enemy. I made the decision to accept the Lord and so my Journey began. If I was to tell you where I was and who I was just a few years ago you probably wouldn't believe it. But as I have continued to pursue God and seek out His will for my life He has continued to show me His goodness and faithfulness time after time. Within just a few short years He has brought me from all my struggles to a place and identity that gives testimony to His goodness. Not only has He rescued me but He has also added to my life wonderful new opportunities, including but not limited to: being a husband, a father, advancement both for His kingdom and in the world, and the opportunity to speak for Him as a willing vessel with compassion be it behind a pulpit or out among those who need Him. I'm so grateful for what He has done in my life and to know there's still greater things that I don't even know about makes me excited and eagerly looking forward to that which He has in store for my family. With anything you do or anywhere you go I encourage you, do it unto the Lord 
and never grow tired of doing well.

Chasity and Kevin Briggs

Kelvin and Chasity Briggs came together in 1998. She now is united with five children and four grandchildren . The Lord has done great things for her marriage and family. Coming in to salvation and the ministry in 2010 ,as God promised her that “her whole family would be saved”. Chasity briggs began serving the Lord in children ministry, The Lord once said to her “How can you love the world  if you can’t love my children. She then became a youth leader in 2012, building a youth ministry for City On A Hill Church that would walk in freedom and fire for the Lord. Teaching the youth their authority and power in Christ Jesus and , the  love God has for his youth ,as she too was once in captivity by the enemy. She stood on believing that they too can be set free. She worked with the youth for three years , then passed the torch over to her son in law Erik and oldest daughter Jestine Campos. Chasity Briggs was ordained as a Deaconess by Pastor Juan and Carmen Bustamante September 23rd, 2016. She now ministers to women teaching them  how to walk in their authority and power by being good wife's and mothers to their own family's, helping women to stay set free and on fire for God, she does this work through counseling and mentoring other women by standing on God’s word and promise . Also teaching women to pray and fight for their family's at City On A Hill Church, disciplining and building the church for Christ Jesus and his kingdom.
